OVERVIEW.

QUALITY OF LIFE: 8-9/10.*

INDUSTRY: Luxury Items and Personnel. It is common for a D1 citizen to come from a family of designers, jewelers, financial brokers, accountants, artists, etc. Additionally, it is common for D1 citizens to take up a variety of jobs within the Capitol, especially if those jobs are able to be done remotely or have a travel component. These can include being Gamemakers, Capitol representatives that survey Districts quarterly, owning and operating a business in the Capitol, working in film or entertainment media, etc.

ENVIRONMENT: An industrialized space that consists primarily of apartments that tower alongside corporate skyscrapers. There is little greenery as the District is approximately the size of B.D.D.** NEW YORK CITY. It houses approx. 800,000 District citizens.

OTHER FEATURES.

*HOUSING & HEALTHCARE — subsidized housing is standard fare, as with medical care. Much of the loyalty from District 1 is bought via these staples, which were implemented in the past 20 years following the attempted rebellion.

*ENTERTAINMENT & CULTURE — With the mingling of D1 citizens with Capitolists, it is a general standard that no D1 citizen can be seen wearing the latest fashions, including the very designs that may originate from their District. This is enforced by making these fashions unavailable for convenient purchase, with it only being possible by purchasing more modern trends off a Capitolist who is feeling generous or a D1 stylist who has the means to sell reproductions of Capitol designs. Thus, in D1, fashion is behind by 25 years and resembles the stylings from the Hunger Games films. Additionally, if you’re looking for a touchstone to understand the vibes — 2010s “day-to-night” culture is a huge inspo on D1 culture.

*MENTAL HEALTH & SUBSTANCE ABUSE — Trigger Warning. The leading causes of death in D1 are death relating to a mental health problem or a substance abuse issue. There is little to no mental healthcare in D1, and with partying being a massive element to the culture and social status in D1, the Quality of Life Committee has put forth a motion to include mental health care. President Snow and his Party members have voted against these motions. Furthermore, there was an epidemic of needle-born illnesses and opioid overdoses approx. 25 years ago that resulted in recreational drugs being outlawed. Defacto, these laws are ignored, but they can and have been invoked to target those who have fallen out of line.

CAREERS — Training Facilities are traditional to this District. In D1, they are not very common but ultra exclusive. Only one or two students are accepted to a Facility, and there are only a handful of Academies to choose from. Yearly, an Olympics occurs across the District, with each Facility sending their best student. The winners’ families are given an array of luxury items and a cash prize, and they are chosen to volunteer for the year’s Games. Those not chosen are forcibly enrolled as a Peacekeeper at the age of 18 or are forced to pay a monetary sum to the Capitol.
