OVERVIEW.

QUALITY OF LIFE: 3-4/10.

INDUSTRY: Agriculture.

ENVIRONMENT: A District of the same approx. size as B.D.D. Texas. Consists almost entirely of farmland. Population of approx. 1 million.

OTHER FEATURES.

SCHEDULING — All citizens and their families are expected to move quite often. It is common for a single family unit to move between two or three cities within a year. These are typically kept on a rotation so a family unit is at least given some stability. Families can and will be split up during harvest seasons or in accordance to which farm is currently in need of the most hands. This is also a proven tactic for unrest dissemination.

CULTURE — Utility is emphasized both in terms of the structure of D11 and on a personal level. The young are expected to grow up early, the old expected to help with child-rearing or housekeeping, and those able-bodied are expected to work to the bone. Additionally, it is socially engineered that citizens feel at odds with one another. There is no closeness between family units, and once a child in a family unit is 18, they are moved to farms without consideration for the family unit. It is common for children to report their family members for suspected rebel activity.

ELDERLY — The elderly were once highly revered members of the family, but they are often left to be homeless if they cannot take care of themselves or help the family unit. They can and will be forcibly removed by Peacekeepers off a farm.

PROHIBITION — Alcohol has been outlawed in this District following an uptick in consumption and addiction.

THE UPRISING — Twenty-five years ago, following the 3rd Quarter Quell, District 11 rebelled, lasting the longest of all the Districts against Capitol forces. They only surrendered when President Coin was murdered and President Snow resumed control. Because of this, the District is monitored for Rebel activity and is encouraged to have its citizens constantly moved as a result. As penance for their Uprising, physical punishment and the separation of family and friends are used as ways to control the population and prevent an Uprising from organizing again.
