OVERVIEW.

QUALITY OF LIFE: 6-7/10.

INDUSTRY: Mining and Rock-Quarrying. Since the 3rd Quarter Quell Uprisings, D2 has taken up the majority of mined resources, mining more than just limestone and other building materials, but including precious metals. In addition to this, D2 has been responsible for oil rigging.

ENVIRONMENT: Has been industrialized with pockets of cities built attached to a mine, quarry, or oil rig. Housing is the majority of buildings, and it is uncommon for business outside of those relating to the District’s major Industries to exist. This is also because most necessities are rationed in D2. Approx. population of 700,000.

OTHER FEATURES.

SCHEDULING — Due to the added stress caused by the increased workload on an already bite-sized population, all citizens and their families are expected to move quite often. With hazardous conditions, it is common for a single family unit to move between two or three cities within a year. These are typically kept on a rotation so a family unit is at least given some stability. This is also a proven tactic for unrest dissemination.

*HAZARD PAY & DEATH BENEFITS — It is rare that D2 citizens receive rations or monetary compensation for time off due to an injury. However, employees will receive bonus pay for particularly hazardous job assignments and if a family member passes due to hazardous conditions.

*HEALTHCARE & HOUSING — Healthcare is not subsidized, except in work-related incidences. Housing is not technically subsidized either. Instead, housing is contracted through labor. This also goes for food and wealth. Housing is middle class, albeit squat and not very luxurious.

PEACEKEEPING — As is tradition, Peacekeeping is primarily outsourced via D2. However, the past two decades have seen the lowest enrollment rates, with Career Academies contributing to the majority of Peacekeepers. Drafting has increased to accommodate for this imbalance.

CAREERS — Career Academies are traditional to this District. in D2, they are incredibly common. They are presented as an alternative to a life of constant movement and unrest. Yearly, an Olympics occurs across the District, with each Academy sending their best student. The winners’ families are given spoils for a year, and they are chosen to volunteer for the year’s Games. It is typical to see a school have a maximum of 100 students. Those not chosen are forcibly enrolled as a Peacekeeper at the age of 18.

UNREST — With the increased conscription for Peacekeepers and the increased reliance upon the Victor spoils in order to maintain healthy conditions for D2, the District has grown as a concern in the past quarter of a century. This unrest has played out quite peacefully, with most of it being harmless and in the form of disruptive, non-violent protest. Many of the above policies have been implemented in hopes of undercutting any unrest, as was seen as effective in D7.
