OVERVIEW.

QUALITY OF LIFE: 7-8/10.

INDUSTRY: Technology. The most common jobs relate to mechanical engineering, biotechnology, and electricity-generating technologies.

ENVIRONMENT: Has been industrialized similar to D1. It is approximately the size of B.D.D. Chicago. It’s infrastructure is much less up-to-date, though it is noted and admired by the Planning Committee for its ability to self-sustain despite infrastructure issues.

OTHER FEATURES.

LIFESTYLE — D3 is remarked for its peace. Because of its technological fortitude, it has been able to sustain itself quite well, and given all that its citizens do for the Capitol, it is not a cause for concern that the District is able to provide for itself. Any semblance of revolution was squashed in the year following the 75th Quarter Quell, where the District was bombed heavily akin to D12. Despite the peace, most citizens are indoctrinated from birth, learning about these bombings and how the threat of nuclear assault was what ultimately led the District to reform.

CULTURAL CONSENSUS — Many citizens teach their children to be appreciative of their fortune, especially due to the decade of starvation and infrastructural ruin that followed the 75th Quell. They live in a District that is allowed much more freedom, especially of the intellectual sort. Furthermore, the quality of life is notably higher, a fact that does not escape the citizens as they often travel to other Districts to install industry technologies. Because of this, many would be right in presuming that D3 is quite subservient, albeit there are dissenters.

CHARACTER HUNTS — Approximately 10 years prior, there was a period of B.D.D. McCarthyism that occurred following the rooting out of a Rebel plot. The whole District suffered, causing an era of paranoia. Many families were ostracized as a result of these hearings, which were made into a spectacle and have been referenced in propaganda made for the District since.

PREPARATION FOR THE CENTENNIAL: Together, D3 and D5 have been working overtime in preparation for the Centennial. In particular, these preparations have impacted the D3 employees in charge of projection and entertainment technologies and designing the Games.

CAREERS — Career Academies are traditional to this District. However, in D3, they are rare. They are presented as an opportunity to serve one’s District and to provide for it. Usually, the Academies are reserved for children who show no interest or talent in the District’s industry. Yearly, an Olympics occurs across the District, with each Academy sending their best student. The winner’s family is given spoils for a year, and they are chosen to volunteer for the year’s Games. It is typical to see a school have a maximum of 10-15 students. Those not chosen are forcibly enrolled as a Peacekeeper at the age of 18.

THE UPRISING — District 3 rebelled following the Quarter Quell, but their Uprising did not last long. Rebels in this District destroyed a significant portion of the media broadcasting technology, along with decades of medical research. They set fire to archive buildings before making an escape to District 13. Many of these rebels were rooted out after the Rebellion and serve as distasteful examples within the District.
