OVERVIEW.

QUALITY OF LIFE: 4/10.

INDUSTRY: Fishing.

ENVIRONMENT: A larger District with a series of islands. Overall, it is twice the size of Rhode Island. Containing both rural and boardwalk cities, its architecture, product output and citizens have been wracked by eroding coastlines and a 35% increase in hurricanes over the past 5 years. Villages are common, and most cities are tourist spots for Capitolists. Approx. population of 500,000.

OTHER FEATURES.

CAREERS — Career Academies are traditional to this District. In D4, they are extremely common and seen as a way to provide during years when the catch is low. Yearly, an Olympics occurs across the District, with each Academy sending their best student. The winner’s family is given spoils for a year, and they are chosen to volunteer for the year’s Games. It is typical to see a school have a maximum of 10-30 students. Those not chosen are forcibly enrolled as a Peacekeeper at the age of 18.

CLIMATE CHANGE — Much of the District has been left to disrepair, and climate change’s full force has been felt. D4’s yearly productivity has decreased by approx. 1-5% every year for the past decade.

CULTURE — Family is heavily emphasized within D4’s culture, as is tradition. For example, the District’s villages are known for celebrating a holiday called the Running of Rainbow Trout. In recent years, this holiday is celebrated by less and less people. It appears that survival and escaping the drudgery of the disappointing life in D4 is emphasized over these time-honored traditions, which are costly and hard to maintain during off-seasons and low years.

THE UPRISING — Twenty-five years ago, following the 3rd Quarter Quell, District 4 rebelled. It was one of the Districts that lasted the longest against Capitol violence, claiming independence for over a year. It was ultimately a genetically engineered bird flu, spread by mockingjays, that led to the District’s downfall. It is speculated that .08% of the population died due to this disease, and in exchange for a cure, the Rebels surrendered.
