OVERVIEW.

QUALITY OF LIFE: 6-7/10.

INDUSTRY: Energy. This includes water-generated and nuclear-powered.

ENVIRONMENT: An expansive District that consists of sparse cities that are not far off from the Dam, which stretches a significant portion of B.D.D. California’s coast or are nearby a nuclear power plant. Approx. population of 600,000.

OTHER FEATURES.

*HAZARD PAY & DEATH BENEFITS — It is rare that a D5 citizens receive rations or monetary compensation for time off due to an injury. However, employees will receive bonus pay for particularly hazardous job assignments and if a family member passes due to hazardous conditions.

*HEALTHCARE & HOUSING — Healthcare is not subsidized, except in work-related incidences. Housing is not technically subsidized either. Instead, housing is contracted through labor. This also goes for food and wealth. Housing is middle class, albeit squat and not very luxurious.

POWER PLANT MELTDOWNS — Two years prior, there was a massive power plant meltdown that resulted in one of the cities in D5 being abandoned. A few days later, a second city succumbed to a similar situation. This resulted in a death toll of 353 and hundreds of thousands of citizens being rehomed. These meltdowns occurred as a result of improper training, employees working an unsafe number of hours, and lack of infrastructure. However, these were blamed on rebels in the District, who had been striking from work in the months prior to the meltdowns. This, in effect, crushed the unionization effort. Rations were also increased in the area, along with medical staff being contracted to serve the population affected.

PREPARATION FOR THE CENTENNIAL: Together, D5 and D3 have been working overtime in preparation for the Centennial celebrations and Games. In particular, D5 has been charged with updating and improving the energy grid to power the holographic technologies used to show the Games and celebrations.

THE UPRISING — District 5 rioted for a brief moment following the Quarter Quell. The rebels destroyed the Dam, cutting off an electricity surplus that later allowed President Coin to seize control of the Capitol. However, it was not long after that the Capitol regained control of the District.
