OVERVIEW.

QUALITY OF LIFE: 5/10.

INDUSTRY: Lumber.

ENVIRONMENT. The second largest District, approximately the same size as California. Consisting of two sections, there is the Inner Forest, which makes up the majority of the District, and the Outer City, which exists closest to the edge of the District that touches its neighbors. The Outer City is where half the population and the lumber yards, carpentry shops, and sawmills reside. The Capitol Train also runs through this area. It is blocked off via The Wall from the Inner Forest. The Inner Forest consists of the Wildlands, which is the stretch of forest where most of the lumber in Panem comes from. Due to deforestation, much of the Residential Towns are either in the middle of the Wildlands, heavily monitored by Peacekeepers, or they are small pockets on dusty, dry land up near the Outer City Wall. Approx. population of 550,000.

OTHER FEATURES.

THE WILDLANDS — The size of District 7 has only expanded in the past century, cutting heavily into what is called the Wildlands. Referring primarily to where large patches of trees are grown, they can also be untouched forests that stem for eons. These are natural spaces that have been untouched since well before the Dark Days. Only Towns that are monitored by Peacekeepers and consist solely of lumberjacks are allowed to reside in the Wildlands, but it is not uncommon for people to find refuge in the rubble of pre-Dark Days buildings that the trees have grown up around.

THE OUTER CITY — A lively city that consists mostly of merchants and lumberyards. It is treated primarily as a port for shipping goods to and fro.

THE INNER FOREST — If they are not living in a Town in the Wildlands, District 7’s citizens live in Town along The Wall.

PROHIBITION — Alcohol has been outlawed in this District following an uptick in consumption and addiction.

UPRISINGS — 25 years prior, after the 3rd Quarter Quell, there was an Uprising in District 7. This Uprising was highly successful, with Rebels organizing for weeks in advance and launching a very strategic attack. For a period of a year, they had full control of the District. It was the District that took the longest to return to order. Because of this level of organization, the population was split in half in order to further seed the divide that caused the District’s Uprising’s end. This plan has been monitored by the Planning Committee since then.
